Umahi was sworn into office as Ebonyi's third Executive Governor on 29th May 2015, but Odoh who firstly worked with him before his resignation as the Secretary to the State Government has accused him of not doing recruitment since he assumed office, thereby leaving many offices vacant.

Prof Odoh also accused Governor Umahi’s led government of embezzling eight billion Naira (N8bn) allegedly given by the Central Bank of Nigeria, CBN for Ebonyi farmers' agric loans.
The APGA gubernatorial candidate equally alleged that over 3000 Ebonyi people are currently in Lagos State Correctional Centre and other different parts of the country suffering affliction with the hardship allegedly caused by the Ebonyi State government.
Odoh stated this while addressing some of the indigenes of Ebonyi in Anambra State on Sunday, saying that prices of goods are higher in the state more than in Anambra, Imo, Enugu and Abia States.
“When I was SSG to Ebonyi State government, I told Governor Umahi that instead of building flyovers everywhere, let’s empower the poor farmers, our brothers who are hawking in Lagos State and other places, but he refused.
“Over 4000 workers were retired from civil service in Ebonyi, no replacement till today.
“In the last seven years, CBN has given eight billion Naira loan for farmers but I can tell you that no farmer benefited one Naira from that loan,” Prof Odoh alleged.
